Brian Gallagher serves as a Principal and senior consultant at Omnipoynt Solutions. Brian served under U.S. Presidents George W. Bush and Barack Obama as the Senior Physical Security Specialist in the U.S. Secret Service (USSS) Technical Security Division. At Omnipoynt Solutions, Brian conducts a wide range of business development activities and consults for special events, WMD, security technology, and cyber-physical clients.
His background is in new and emerging technologies. With USSS, he was also a Committee Chairman for the 2009 G20 Summit. Since leaving the federal government, he has worked with customers around the world introducing disruptive commercial technologies focused on maritime, border and critical infrastructure protection. He also serves as the Vice President of Decision Science International Corporation, responsible for its commercial activities.
Brian has significant experience with Special Security Events such as National Special Security Events (NSSE). When an event is designated by the U.S. Secretary of Homeland Security as an NSSE, the U.S. Secret Service assumes its mandated role as the lead agency for the design and implementation of the operational security plan. The Secret Service has developed a core strategy to carry out its security operations, which relies heavily on its established partnerships with law enforcement and public safety officials at the local, state, and federal levels.
The goal of the cooperating agencies is to provide a safe and secure environment for Secret Service protectees, other dignitaries, the event participants, and the general public. There is a tremendous amount of advance planning and coordination in preparation for these events, particularly in the areas of venue and motorcade route security, communications, credentialing, logistics, lodging, and training.
NSSE operational plans include the use of physical infrastructure security fencing, barricades, special access accreditation badges, Explosive and K-9 teams, airspace, and other advanced security technologies. To ensure consequence management, coordinators pre-positions Domestic Emergency Support Teams, Urban Search and Rescue Teams, National Emergency Response Teams, Nuclear Incident Response Teams, and Strategic National Stockpiles and Mobile Emergency Response Systems. Specific teams and groupings of teams are designed for each event based on coordination with other federal entities, state and local jurisdictions, available local resources, and mutual aid agreements.
Additionally, coordinators sponsor training seminars for command-level federal, state, and local law enforcement and public safety officials to provide principles for managing security at major events and strategies for reducing vulnerabilities related to terrorism. The seminars also discuss key strategies and lessons learned from past NSSEs.
Brian received a bachelor’s in Homeland Security from American Military University and a master’s in Homeland Security with a concentration in Information Security and Forensics (Cyber), from Pennsylvania State University. Brian is a member of the White House Business Council and a member of the U.S. Chamber of Commerce National Security Task Force.
